Town Councils apply consistent eligibility rules across Singapore. All three criteria below must be met before a booking can proceed.
- Residency requirement. The deceased or the applicant (next-of-kin) must be a registered resident of that HDB block or precinct.
- Applicant age. The person executing the formal application must be at least 21 years old.
- Relationship to deceased. The applicant must be an immediate family member: Spouse, Child, Parent, or Sibling.
- Digital Death Certificate. Downloaded in PDF from the MyLegacy@LifeSG portal. Required to begin any Town Council application.💡 Tip The Digital Death Certificate is your key to the entire post-funeral process — keep it accessible on your phone throughout.
- Applicant's NRIC. The original physical card or digital copy via the Singpass app.
- Payment method. NETS card, credit card, or cash for utility deposits and any processing fees.
- Wake duration. Decide before calling. Standard is 3 or 5 days. Wakes beyond 7 days require written permission from NEA.
- Funeral Director's contact. Recommended to provide upfront so the Town Council can coordinate directly with the tentage contractor.

Your Funeral Director handles tentage setup as part of their package. Confirm specifics when engaging, as choices affect both comfort and cost.
- 3-sided tentage enclosure. Covers the casket area and seating zone.
- Flooring. Carpet is laid inside the casket enclosure area.
- Tables and chairs. Typically 10 round tables, 15 square tables, and around 100 chairs.
- Fans. Usually 6 stand fans placed around the venue as the base option.
- Backdrop and altar decoration. A themed backdrop and altar table.
- General lighting. Overhead lighting within the tentage structure.
- Canvas or curtain side walls. Usually available in yellow or white colour schemes.
The entire tentage structure is sealed and cooled by portable air-conditioning units. Most comfortable option, strongly recommended for multi-day wakes.
Evaporative air-coolers placed throughout the space. Effective mid-range option and significantly cheaper than full air-conditioning.
Most basic option. 6 fans is a typical standard package inclusion. Only suitable for very short wakes or tightly budget-constrained situations.
Side curtains for rain and wind protection. Worth confirming explicitly as some basic packages only include the top canopy.
For multi-day wakes where family members keep overnight vigil, portable toilet facilities are strongly recommended and are usually included as part of the Funeral Director package.
- Flushing system. Most portable units are self-contained chemical flush toilets.
- Hand-washing. Better units include a small hand-washing sink with a fresh water tank and liquid soap.
- Servicing frequency. For wakes lasting 3 or more days, ensure at least one servicing visit mid-wake.
- Placement. Units should be positioned at the perimeter, away from the main casket hall and dining area.
In accordance with Singapore Food Agency (SFA) guidelines, open self-service buffets are discouraged at public void decks. The preferred options are individually packed meals or professional staff-served catering lines.
Under Town Council by-laws, activities likely to create noise nuisance cannot be carried out after 10:30 PM. This includes amplified religious chanting, PA systems, and loud music.

- All LED wreaths must be switched off between 10:00 PM and 7:00 AM
- Maximum dimensions: 2.6m height × 1.5m width. Inflatables: maximum 4m
- Wreaths must be placed at least 5m away from any carpark, parked vehicle, or road
- Must not obstruct pedestrian walkways, motorist sightlines, or resident access
All ceremonial offerings must be burned strictly inside the provided metal joss paper burners and never directly on the pedestrian pavement.
Town Councils expect common drains to remain completely free of food waste or rubbish throughout the wake.
Your Funeral Director will provide a secure, locked donation box and a guest registry book. Empty the donation box periodically throughout the day.
For contactless donations, provide your PayNow mobile number or bank account SGQR code to your Funeral Director. Remind digital donors to enter their name in the PayNow reference field for easy tracking.
Coordinate with your Funeral Director to ensure the hearse and funeral procession do not block the block's main driveway for more than 15 minutes.
The tentage contractor must fully dismantle the structure and clear all rubbish within 6 to 12 hours of the funeral procession's departure.
- Notify the Town Council or EMSU as soon as the site is fully cleared so an inspector can be dispatched.
- Once the inspector signs off, submit your deposit refund request via the LifeSG app or their web portal.
- Standard refunds in 2026 are credited directly to your bank account via PayNow within 2 to 4 weeks.
